Very true, SSN are formidable weapons of naval warfare, and are massive asset for any navy that operates them
The threat of an enemy submarine can cause a carrier battle group to devote much of its ASW locating the submarine in turn forcing it to change its carrier tactics to something which can be unfavourable hence losing the war
A good example of this is when the Royal Navy dispatched a SSN to the West of Spain in Jan/Feb 1982 and the military junta in Argentinian panicked into thinking it was headed towards the Falklands Islands forcing the invasion plans 6 months forward into April of 1982 instead of Oct/Nov 1982 hence cutting short the preparation of the war for the Argentinians which eventually cost them the war
We all know the score the SSN set when it sunk the ARA Belgrano
For this reason the Royal Navy is always big on submarines and always will be, having cut the Navy surface fleet into its tiny inventory it is today, it will always maintain a fleet of 7 x SSN and 4 x SSBN, (although the 4 replacement’s for Vanguard SSN will be finalised in 2015) to total 11 nuclear attack submarines, this is the strength the Royal Navy will always have
Therefore it is imperative that China builds a modern fleet of SSN and SSBN in numbers and capability that allow it to project power
