I don't think China wants "clean up" civilian infrastructure, in fact I think the goal would be to the Island to return to "normalcy" as fast as possible. But if Ukranization of a conflict happens, a grinding war, then these facilities would go out of service pretty quickly without outside input.also one day if bejing decide : time up
