In ASEAN, nobody is afraid of the Philippines. Annoyed yes, but not afraid. The Philippines has a pitiful navy and airforce. In 2013, it had to unleash pirates onto Malaysia to attempt capturing pieces of Malaysian land in Borneo. As pathetic as the Malaysian response was, the Philippines looked even more pathetic for their cowardly attempt at landgrab.

I have a feeling that China intends to have Hungary to play the role of mediator. Some reasons,
  1. Hungary is NATO member, it is hard for the west to blame Hungary of being biased than blaming China. They will still blame Hungary but much less resistance.
  2. Hungary is more Russia friendly, it is the best choice for China and Russia than anyone else from the west.
  3. Hungary is probably the only country that is acceptable by both sides as a mediator once they are tired of fighting. Pretty much like Sweden and India during the Korean war.
  4. To counter Poland's political influence in eastern Europe. A more prestigious Hungary in post war eastern EU better serves China's interest than a US proxy Poland. This is the long term goal of China.

I doubt the Ukrainians will consider Hungarians to be neutral. Orban has referred to Zelensky as an enemy, and has brought up the oppression of ethnic Hungarians in the Ukraine.

America considers them not a "democracy", and the EU have sanctioned them even before the war started.
