Since Kazakhstan specifically asks for CSTO help, Russia could simply strengthen their legitimacy by having Kyrgyzstan, Tajikistan et al contribute troops as peacekeepers under Russian overall command a la NATO peacekeeping ops.

The establishment of the Marxism school is true. See here . But the twitter's post of "The new college is expected to pioneer research on the application of Marxism in health-related fields." is a metal gymnastic act, as usual of course.
There is no relation between the two. But who is trying to present that way? It is the twitter's post trying to paint that idea in people's head.
The intention of this Marxism school in a medical school is in the same way as Political commissar in PLA teaching the soldiers, Party committee in any government agency to guide their employees. The school is to give political education to doctors, NOT to cure disease by Marxism which is the absurdity that all these westerners are trying to paint.
All Chinese universities (state owned) has Marxism educations in their curriculum as mandatory courses, regardless what major one is studying. All these universities have Marxism or Political department as other departments like Computer Science or EE. This medical school is just elevating their department to a higher rank.
This reminds me of the lies of the west (SK) that claims NK to execute by AA gun, or by dog eating.
I am afraid that you are thinking from a western perspective without yourself knowing.

Kazakhstan is also a member of SCO, so they can also appeal for SCO security assistant. Although they may need to wait for things to heat up some more for that since SCO is mostly focused on counter terrorism.
Sometimes I wish China wasn’t as responsible or respectable as it is at all times. Otherwise it could easily use western propaganda against them in situations like this, by publicly offering PAP assistance and actively play into the worst western stereotypes like just line up tanks with mine clearing attachments and steamrollers for photo ops.
I bet if it did that most of the rioters would scurry back home without the PAP needing to put a single boot in Kazakhstan.

This kind of military assistance/intervention is a "dirty"(thankless) job, where whatever you do, you will inevitably create enemies. Plus Kazakhstan is primarily in Russia's influence sphere.
Let Russia do this dirty job. China can sit back and eat melons (100% certain that Russia will sort this out).
The arrangement in Central Asia suits China fine. Russia pays for security while China enjoys trade paid by Russia which ensures security. Same with the US who has bases around the world ensuring stability which allows China to exploit this peace and become a superpower lol
