It's the Chinese version of "Liberal Arts" the Adam Smith Institute, the Ayn Rand Institute, CATO, Frederek Hayek, Milton Friedman etc..not a big deal. China is not a libertarian country. I don't find this to be a big deal. It's not like everyone is being compelled to enroll in such a class as a prerequisite for advancements in academia, business, military.

Imagine if any Americans regardless of ethnic background who would openly call for the destruction of American economy while working for Chinese media and see how the Americans cry babies would like it. They would get apoplectic and demand the heads of their fellow Americans, attacking their friends, families and friends.
From the video it seems that Vietnam is constructing embankment of border river between China and Vietnam. It can also be seen that China did the same on the Chinese side.
