Having just read this story again in detail, I must say if the reported numbers are correct, the Nigerians got ripped-off!

$220m for 15 aircraft averages out at $14.7m each! That is almost doubt what I would expect a late model J7 to cost and is well within JF17 price range.

The number of missiles bought also seems unusually low. 20 live missiles for 12 combat single seaters is not even enough for two missiles per plane. Considering you would expect your pilots to perform live test firings during training, and that is not even enough missiles to train up enough pilots to fly these planes.

Something is very fishy about the numbers. My guess is that this is another case of a journalist making a right old mess of defense reporting. His basic maths doesn't even seem to add up (literally) as $220m + $32m =/= $251m.

I would expect that the $220m to also include training, spares and logistics needed introduce a new type to any air force.

I think you miss something. How they pay the bill and how much commission returned into someone's private pocket. All these can rocket up the price tag. I remember, not too long ago, the Cambodian government imported some 90 T-55 tanks & armor vehicles. VOA reported that each T-55 costs 1 million USD but the price which I found on the web was only 200K each. (Someone became millionaire overnight)

If that is the case, it is called corruption, not commission. Under normal circumstances commission would not push up prices anywhere close to what we are seeing here or in your example.

One is a larger version of an old pick but the other three are new for me:

Back in 2006, Bangladesh was reported to have purchased 16 F-7BG's for only $5.85 million dollars each:

So why did Nigeria pay so much more? Other than kick backs and grease payments, the Nigerian AF's MiG-21 fleet had been grounded and out of commission for some time. So China is helping them to re-establish its fighter corp from scratch, training pilots for them in China. Bangladesh, in comparison, had an active F-7 wing and integrating additional fighters was not as costly. Or China gave them "friendship prices".

There's also the question of what is installed in these planes. If Nigeria had requested western avionics, it may have added several million dollars to the cost.

Re: Pakistani F-7 Crash

SIPRI records show that Bangladesh bought Grifo-MG radars seperately.

Add the valid points you have made of Nigeria having no F-7s. All the training for their people, the simulators for training at home, the weapons and ground equipment. It adds up I say.

in 2002 Pakistan recieved 40 F7-PG fighters from China, these were rushed into Pakistan during the 2002 stand-off and I am not sure if afterwards any payment was made for these fighters

PAF PG's have

Grifo radars as opposed to the basic skyranger

Western RWR, Frequency hopping UHF radio, inertial nav and GPS

Martin Baker MK 10L ejection seats

Ability to fire sidewinder and Magic 2 AAM's

Possibly better 2 peice canopy

US standard helmets

they were re-fitted afterwards, PAC has histroically always used Martain Baker even JF17 uses it, PAC at Kamra also makes Grifo radar and has also integrated many Western systems on F7PG over the years
