What makes you think things won’t be entirely within China’s control if it wants to bitchslap the Philippines a little in the SCS? The Philippines is so overmatched that live fire training exercises would be more taxing for the PLAN.
Not that it would get remotely that far, just the Chinese coast guard could easily erase the entire Philippines navy just by accidentally-on-purpose running them all over. Which is how I see the next step up on the escalation ladder going. If China really wanted to send a message, one of their ships will simply ram and sink the Philippines supply ship. There will be Chinese coast guard and PLAN warships close by to make sure the other Philippines ships don’t get any stupid ideas. If the Philippines don’t take the hint, the Chinese can easily normalise such rammings until the Philippines gets the message or runs out of ships.
Needless to say, they will loose their junker outpost when it runs out of supplies. The Chinese will make daily offers to take the garrison home. They can take the Chinese up on the offer, or the Chinese can send their bodies back when nature does its thing.
It seems Phillipines is hell bent on provoking a reaction from China. Marcos probably has a sound strategy to raise his popularity by doing this.

Now the best option to truly break this situation is to escalate to such a level that Marcos is forced to back off or get humialiated for doing nothing. Taking over Second Thomoas Shoal or restarting Island building on several more islands could be such options. if Scarborough Shoal is built up, for example, it will be a huge slap in the face of US and Phillipines.

China really doesn't need to do much, in fact, they can continue doing with what they have been doing up till now.

But, Marcos Jr. is not making any worthwhile economic changes that are needed for his country especially with the dilapidated PH infrastructures that are critically needed to ensure PH economic competitiveness will remain viable, and attractive in light of other ASEAN countries infrastructure modernization as witnessed in Indonesia, Vietnam, Malaysia, Thailand just to name a few.
The vast majority of Filipinos, especially the supposed "OLD ELITES/OLIGARCHS" are either stuck in the 20th century mindset and assumption of U.S. unquestioned supremacy in all sphere of power i.e. economy, tech, diplomatic, trade, and of course military. And such arrogant and ignorant mindset permeates to the rest of the masses via the oligarchs control of their media, entertainment, and news thereby reinforcing the mass ignorance and danger that's in front of their very eyes. Gone and never to return are the days when America caring about somewhere matters to China.
While some obsess about soft power nonsense about hearts and minds, China has instead focused on hard nosed hard power games where frankly it can afford to not give a shit what America thinks or care about. Because it now has the hard power to fight America head on and win it its own periphery.
Indeed, I personally see the SCS as a potential prelude or even alternative to a full on reunification fight on and around Taiwan.
A fight around Taiwan will be damaging to China no matter how overwhelmingly it wins the fight because it needs to pick up the tab for reconstruction of Taiwan afterwards and deal with a hostile population with a lot of dead relatives.
The SCS is a Chinese purpose build death trap for the USN. It is also far away enough that even Japan would be hard pressed to find a way to get involved, and only about to offer up token assistance in any case.
If China and the U.S. goes to blows in the SCS, it also makes it a far bigger and obvious escalation for the US to try to strike at Chinese mainland targets.
If the PLA erase a USN CSG or two in an open and fair fight in the SCS that the US clearly started by choice, it actually puts peaceful reunification firmly back on the cards.
The US tried to militarise the SCS to create a deathgrip on China’s sea based lines of communications to the rest of the world. But the Chinese have reverse-uno-carded that move to make the SCS an entirely credible, if not outright preferable place for its decisive showdown with the mighty USN without the same risks and stakes as full AR, as that’s basically WWIII if things go sideways.
