I was surprised to see the crew of the Vietnamese Ship in shorts and t-shirt and not uniform. They also appear quite young. My first thought was perhaps they are not crew but passengers. However in such an action, with so many of them on a small, official government ship, they must be crew.

Vietnam Coast Guard looks bush league, even by weekend-warriors standard.

Its the first time that i have seen this photo. Does anyone have any idea where this picture was taken and when?

I suspect it was taken not too long before when noname posted it and at JNCX.

There was an article and a picture of a module of the 12k ton cutter, that said JNCX was now starting final assembly of the modules.
We will see what its appearance in a few months I suspect.

No point wearing uniform if you are getting soaked, might as well slip on something that can be half-comfortable even when wet.

A 12,000 ton cutter is a good idea a long range long endurance and hell of a sight

I think that you are right. GE has updated the JNCX photo (14-04-2014) and there is a module that matches what we see in the photo.

After seeing the GE phoot of the module in more detail, im not 100% sure but think that this is just an type 052D ship being built outside the area that all other warships get built in JNCX. Notice the holes in the module for the turret and the VLS. So far, the dimensions of the module match the size of type 052D. Also notice that behind the module, there is just enough space in the berth to build a type 052D sized hull.

Now, why are they building in that area? perhabs because the military area is full right now?
