Considering the fact that the US seriously considered attacking Chinese nuclear forces in the 60s, I would not be surprised if such plans still exist up to the early 2000s. However, given the development of Chinese second strike capabilities, it would be suicidal for the US to actually put those plans into action.
It was the Soviets who thought about attacking the Chinese nuclear facilities. They asked if the US would object, which it did because of the possible effect of fallout on its regional allies. The US also told the PRC what the Soviets were thinking, which in part led to the Sino-Soviet split.

So, even before the Sino-Soviet Split, the Soviets were considering attacking China?

In fact the split came earlier than I had thought, or the West recognized. Your question led to me finding this interesting article:

I think the moral of these stories is that PRC is right to be afraid of the USA. But it should also think long and hard about cosying up to Russia as well.

these are long debunked old lies, today only paid trolls are still trolling about them from time to time.

Interesting, you are afraid of that. You would rather it not cave and the rest of humanity, which presumably include you, go extinct instead.

But worry not, the communist government absolutely would cave if it is required for its own survival, as it has done many times before and then wrap the cave on the color of heroic courage, and the bombastically conflate its own good with the good the China and the world, which it why it is still around and in power. But it would do absolutely nothing if that is merely for the good of all humanity.

And I thought people in informed circles would realize that the Chinese "communists" is ultimately Chinese themselves.

Are they aliens from one of the stars in the pisces constellation? But certainly, major individuals of a government will be ported to safe locations during a nuclear exchange. Such arrangements are there in US (Cheyenne mountains), Russia etc.

it goes back at least to the 1970s, I read the story on the "reference news" when I was a little boy. the Soviet noticed it, they told their story: it's the US wanted to nuke China, the Soviet refused it. the collapse of the Soviet Union didn't give any evidences to support either sides story, it's just disinformation.

and it seems you have a good collection on it.

Perhaps a link to the Soviet side of the story? Of course, we can absolutely trust what they had to say..
