I heard Russia used only 25 to 30 % of its batlles groups which they station near Ukraine. And the only full attack came from Crimea. I wonder what is the plan of Russia. I think they haven't even used their air power to the fullest. And why they are waiting.

I think overall their strategy is sound, and their gains speak for itself. But Russia is still fighting a 20th century war in 21st century.
