The Russians had a plan to detach their modules to make their own station at one point. I doubt they would do it in the current environment. It no longer makes sense to use the old modules used in the ISS. I believe Russian strategic forces actually do have their bases near there. It'll be to China's advantage to put bases on the other side so that any attack would inevitably drag in Russia.Not that exact spot, man, C’mon!!! We’ve all got Google maps (terrain feature)!
