Realism. Good. However, the problem is that Ukraine's ambition to join NATO has been enshrined in Ukraine's constitution since 2019. It is this that will need to be altered and replaced with a commitment to strategic neutrality. Indeed, these very statements from Zelensky probably open him to charges that he is acting unconstitutionally.

For example, Art. 9 of the Constitution of Ukraine says that entering into international agreements that are contrary to the Constitution is allowed only upon amending the Constitution of Ukraine accordingly. Indeed, if the Ukrainian President – who has the right to sign, suspend and terminate certain agreements on behalf of the peoples of Ukraine – decided, through a decree, to scupper the Agreement by which Ukraine established cooperation with NATO back in 19975) then forty-five Members (or more) of the Parliament of Ukraine, the Supreme Court, or the Commissioner of the Verkhovna Rada for Human Rights could lodge a claim in front of the Constitutional Court disputing the constitutionality of such a Presidential decree.6)

Basically, Russia needs Ukraine to go through the process of amending its constitution, which obviously requires a high level of coordination amongst elements of the Ukrainian political system and is open to dissent/disruption. Even with the best will in the world, Zelensky cannot just wave his hand on these matters.

While he appears to be schizophrenic, often saying one thing one day and the complete opposite th next, this is so far by far the nearest almost complete concession on his part that Ukraine will not join NATO...

Aside from the AFP, I have not seen the major Western media coverage of this statement yet... Certainly not the televised media...

If I were Putin I put forth 1 condition for ending the war. Disband NATO or the war continues.

The Western TV media are yet to report on this statement. It will go against their hyped up narrative of him and Ukraine being courageous and unyielding defenders against BIG BAD PUTIN's aggression...
