What is the BARS-13 unit? At first I thought they were a Donbass militia unit but some Telegram seems to imply they may be Russian army unit, or PMC Wagner? Not very clear to me. The region in Liman they're fighting in seems to make it more likely they're regular Russian army unit.
BARS are army reserve units. I think it’s a new structure, introduced in 2021.

It is a Kuban Cossacks reserve unit, Russian Army. There are Cossacks unit in the LPR or DPR, like the 6th or the 11th.

Note that Chechens are also part of the regular Russian military.

So when the Russian MOD mentioned that it suffered -6000 casualties so far in the campaign, this is regular Russian military including Chechens and Cossacks with the Russian Army. DPR, LPR, and Wagner not included. When the Russian military rotates troops, it's only Russian military not LPR, DPR, or Wagner, hence the other three fight to exhaustion while the others get a month's break such as the Akhmat regiment. The Ukrainians timed their offensive during this operational pause of the regulars, leaving only paramilitary and reserves in Izyuim.

Having ethnic units of Cossacks and people from the Caucasian regions goes back to the Czarist army, like the time of Peter the Great and Katherine The Great, and the war against Napoleon. So this is a revival of an old tradition.

i wonder now that donbass is declared to be russian territory if there will be a sudden influx of conscripted troops into theatre.

About the situation in Lyman from pro-Russian Telegram channel "Donbass Devushka", I quote:

Well, they sure took their time in getting there... BUT if they are intervening and coming in significant numbers and with the necessary equipment it does take time to do so correctly... Additionally, they are probably reinforcing and fortifying Kremina, Savato, and Rubizhne as they are arriving from Rostov, Voronezh, and Belgorod.

Actually, those maxi pads are not too off from an actual field dressing. I remember getting a few “NATO-standard” dressings that came in an olive drab plastic coated pouch.

It doesn’t say much for the state of logistics, but logically speaking, its not stupid, both are pads that absorb blood…

Nato's constitution forbids signing up a member with an active territorial dispute .

In addition any one of Nato's members has the right of Veto.
Surely one of the 30 doesn't want to suddenly be at war

If they wanted Ukraine in then Ukraine will be in and the only one whose vote will maybe be against what the US demands is Turkey. Just Turkey. The others are just vassal states anyway.
