And just living in America, even without a plan, doesn't make someone a hanjian. Most people have nothing to contribute and it makes no difference where they live, but if you have something valuable, then you should give it to your own country. You think I feel all the Chinese restaurant workers/repairmen/taxi drivers are hanjian?
