This sounds really wierd to my ears. It is as wierd as if China saying "We welcome Turkey developing relationship with countries in the sinosphere" regarding Turkey's relationship with East and Southeast Asian countries. The expression sounds as if China need Turkey's endorsement to develop relationship with central Asian states.
You're reading too much into this. China (and every other country) regularly comment about supporting the relationship between other countries. It's a friendly gesture.
Many in Turkey have a negative view of China and its influence in Central Asia, and so the FM is signaling that the government of Turkey doesn't agree with such a view and supports China.

Eh, you got a keen eye.

Indeed, Turkey wants to expands it's (ie. NATO's) influence to Central Asia by using it's Turkish organisation thing and cultural/islamic ties.

So for him to say that is that he is trying to increase negotiating chips with China and to invisibly promote the idea that Turkey is the big brother that China has to deal with first before reaching to Central Asia.

It's your usual Erdogan's delusions

Turkey and rest of NATO doesn't really share the same geopolitical goals after the USSR fell (except on Syria), just look at Palestine right now, where Turkey actively goes against NATO.

China-Malaysia railway via Laos and Thailand:
Malaysia’s Foreign Ministry said Premier Li will attend a “ground-breaking ceremony” at the Gombak construction site of the East Coast Rail Link (ECRL), which is being built by a Chinese firm with funds from a Chinese bank.

This is despite the 665km cross-country line being already two-thirds complete.

In recent months, Kuala Lumpur has pitched an ambitious extension from the ECRL’s current terminus in the north-eastern state of Kelantan, with Transport Minister Anthony Loke suggesting on June 10 that it “may potentially be part of the pan-Asian rail network... to tap into Thailand’s entire rail network and link with Kunming, China, via Laos”.
