Dugin has no influence in the Russian government. He used to be a university professor who wrote speculative books. Just to give you an idea of how well connected to the government he is, he got fired from the Russian state university he used to lecture at.
In recent years, Dugin also just straight up changed his mind into thinking China should be Russia's greatest ally.

Basically post USSR fall, there was a diplomatic duel between the 2 countries most responsible for that fall, and the results of who won the largest piece of the USSR is now clear.

Did Dugin's opinion about China change before or after he was offered a senior fellow role at Fudan? ;)

It is dumb to block off India just because China is concerned about India. Because there are things India could offer in SCO that might offset its cost.

Here is a legit argument concerning why India should be excluded: It may harass other members inside SCO from participating. For example, blocking off certain country from attending meetings. Example:

India blocked off Pakistan from attending meetings, therefore hampered Pakistani contribution toward SCO. The unrealized Pakistan contribution adds up to the cost of hosting India inside SCO. If these total cost add up to the point outweigh what benefit India provides, then India should rightfully be removed.

Another problem is India blocking off perspective new members joining SCO. Whatever unrealized contribution those member could have contributed, also adds up toward cost of hosting India.

So far I don't think India have done enough to warrant removal yet. But if incidence like these keeps add up, then ledger needs to be rebalanced.
What do India offer though? I don't see the pros of India membership than cons we gain right now.

I think there is no need to over-read this. Dugin and much of Russian elites probably have the same feelings toward China. They really resent being the less powerful of the two, but also realize that having China as an ally is something they can't live without. I don't know if they are still concerned about losing far east to China, but as we've seen in this war, China has no interest in actually taking their land

Pakistan applies for BRICS membership – envoy​

The country expects to be accepted next year during Russia’s chairmanship
Pakistan could join the BRICS economic alliance next year, the country’s newly appointed Ambassador to Russia Muhammad Khalid Jamali said in an interview with TASS news agency on Wednesday.

He said the country had already applied for membership and is counting on Russia’s assistance with the admittance process. Russia will assume the chairmanship of BRICS in 2024.

Pakistan would like to be part of this important organization and we are in the process of contacting member countries in general and the Russian Federation in particular for extending support to Pakistan’s membership,” the ambassador stated.
BRICS currently comprises Brazil, Russia, India, China, and South Africa. The bloc could be joined by Argentina, Egypt, Ethiopia, Iran, Saudi Arabia, and the UAE in January. Based on analysts’ estimates, the expanded BRICS+ is already economically larger than the G7, an alliance of industrialized and developed countries that consists of the US, Canada, the UK, France, Italy, Germany, and Japan.

In total, more than 40 countries have so far expressed interest in joining BRICS, according to 2023 chair South Africa. Russian Deputy Foreign Minister Sergey Ryabkov said in early October that BRICS plans to compile a list of candidates for the union’s partner-state status ahead of the upcoming summit in Kazan in 2024. According to the official, during the Russian BRICS chairmanship, member states will focus on expanding the “circle of BRICS friends” further, including countries in Latin America.
In an interview with the China Media Group last month, Russian President Vladimir Putin said the expansion of BRICS was based on the global multipolarity principle. According to Putin, no nation wants to be on the sidelines and act on the whim of “some sovereign,” and BRICS is a platform where countries can form relations on the basis of equality.

Let's see India stop Pakistan now, Pakistan already has everyone else's approval.

Does India have non western/global south allies they want to bring into BRICS/SCO?

I think that would be a good barometer on India's state as a regional player or their self proclaimed title of the "leader of the global south" how many allies does India bring into BRICS/SCO.

The Maldives, now even them had advise the Indians to vacate their bases in their territory, They Just can't stand the smell.;)
