In 1960 the Soviets opened Patrice Lumumba University aimed precisely for students from developing countries. In 1992 it was renamed as People’s Friendship University, but the purpose was retained.

This year the Patrice Lumumba name was restored during the Russia-Africa conference where many of the African delegates had actually graduated from the said university. And tellingly, surprisingly many of the current African elites can still speak Russian.

Global South educational programs are an effective tactic and a lot of leaders in places like Africa and Arabic countries had a background of studying in Russian universities when younger. Certainly they were not guaranteed to be top universities but they did fill the educational gap in those poorer nations.

China should take note of this approach.
China is doing the same thing ever since 1949. Just one example, both Eritrea and Etheopia had their officers trained in China (separate schools) when their war broke out. Also they have their presidents educated in China. Five presidents in Africa graduated from PLA school in Nanjing. There were more from other schools.

And the phase 2 of high speed rail project looks to get maybe approved by end of this year. both phase 1 & 2 need to be completed to connect to Laos and then China

6,000km is odd, as it is the straight line distance between the eastern border of Algeria to China's western border at Xinjiang. Could there be an error in that news reporting?

It's talking 6000km of rail lines so multiple projects over multiple years.

Priority will be given to the implementation of the 280-kilometre-long project to transport phosphate to Annaba port and the more than 800-kilometre-long iron ore transport line to link the Gara Djebilet mine with Bechar.

Or did I miss understood your question?
