Are these military folks, PAP, or instructors who previously served in the PLA?
They are an Special police force (SWAT)
So they are basically of the Civil Police Forces (民警）system.

While Chinese SWAT independent civil force responds to Urban situations related to Drug smugglers and armed suspects.
What's wrong with that? I think that's a good thing to do. Because it would give some units of the Civil Police Force a head start. I think all three forces has different trainings principles. So it won't be a bad thing to let the SWAT units in the Civil Police Force get some hand on experience with the 191 with their unit specific type of training. They might even adapt and evolve their trainings based on how it suits their particular mission requirement. All of these requires time.
