What's wrong with that? I think that's a good thing to do. Because it would give some units of the Civil Police Force a head start. I think all three forces has different trainings principles. So it won't be a bad thing to let the SWAT units in the Civil Police Force get some hand on experience with the 191 with their unit specific type of training. They might even adapt and evolve their trainings based on how it suits their particular mission requirement. All of these requires time.
Im 100% Sure there's lots of pictures from before that has been shown with PLAGF equipped with the qbz191

There was an PLA GF Operator in International Military Tactics competition hosted by the Russian Military last year shown to be using the QBZ191 in the competition.

So it's basically Commissioned Officers getting the 192, NCOs getting the regular 191, and enlisted soldiers stuck with 95-1. Nice.

so, how did you come up with the conclusion?

I think Type 95 slowly will be downgraded to non regular PLA troops or reserve or militia

It would take time to produce millions of very high quality Type 191, perhaps 5-7 years

I don't think the cost is an issue here, but there is no rush to equip all troops with 191

My guess is the cost of Type 191 for PLA is about $500 to $1K ..let's say $1K .. so 1 millions 191 would cost "only" $1B .. nothing really for China

I am just saying what I'm seeing from the picture. I personally believe the 191, 201 and the 191precision will replace all the 95-1 series.
