Your preoccupations are essentially purely cosmetic. I feel like I'm reading the comments of a teenager throwing a tantrum fit because his favorite superhero doesn't look as good as he expect it to be.

Making every soldier look like they are cosplaying special forces didn't allow the US and it's coalition of wealthy western allied nations to win in Afghanistan against an enemy wearing sandals with no air force, no navy, no night vision, no body armor and dubious training.

There seems to be a pervasive thought especially among western observers of China - and not limited to military subjects either, that this country somehow has some sort of unlimited money glitch. That it just needs to spend, and it shall be so. Believe it or not, China operates on a budget just like any other country. As far as its army modernization program has been going, considering its lesser priority currently, it is quite satisfactory and on the specific subject of the 191, it's such a vast improvement over the 95, most critique I'm hearing are essentially nitpicking or outright delusional cope. This is a grunt rifle meant to equip a massive army, yes there will be cost cutting measures on the base variant. They made it modular so that it can be upgraded for more sophisticated and specialized use. This is not some scandinav army the size of a small village that can afford high end boutique gear for everyone, or the US army that bleed so much money, losing a few billions here and there with no accountability bears apparently no consequences.

PLA has the best ground force in the world, period. They have the best and most modern truck mounted artillery, best and longest ranged MLRS, newest light tank suitable for mountanious and tropical asia.

They have type-08 style medium brigades with very good mobility and protection. They have also superior organization and logistic due to complete brigadization. Not even US is fully brigadized.

They have complete Amphibious heavy brigades with dedicated amphibious tanks and other types of armored vehicles that no one in the world has.

People should check the PLAGF of 20 years ago in 2005 vs PLA of today. Check the hardware they used to have vs what they have now. The change is much bigger than even the air force or the navy.

So, its wrong to say PLAGF did not get the same level of attention as the navy or the air force got. What actually happened was, PLAGF was very close to the pinnacle of ground force tech so their modernization was faster and easier. PLAGF probably caught up to US tech much earlier than navy or air force.


As for Infantry gear, No reasonable body armor can stop a military service rifle bullet and still be practical. So, actual combat utility of a body armor very limited. Soldiers die by the 100s of thousands in Ukraine war despite having body armor. Why? Cause they are killed not just by bullets, but by drones, artillery and air strikes.

In a true peer-to-peer battle, an infantry will die in maybe a few days of actual combat regardless of how cool their rifle is or how many attachments it can hold. Doesn't matter one bit.
of course it can. PLA purchased 930,000 pieces of type 21 "standard protective plates" and 480,000 pieces of "enhanced protective plates" in the 2020 tender. The standard type is basically GA 5/NIJ III (three rounds of M80 within 15 meters), used with GA2-3 Level soft bulletproof vest. The enhanced plate is much stronger, GJB 3+/GA special grade/NIJ 4+, able to resist 3 rounds of over-pressure type 53 7.62*54R API within 15 meters. Moreover, the purchase price of the enhanced plate is just $100, which is completely affordable for both the PLA official to increase purchases and soldiers to purchase on their own.
