There seems to be a pervasive thought especially among western observers of China - and not limited to military subjects either, that this country somehow has some sort of unlimited money glitch. That it just needs to spend, and it shall be so. Believe it or not, China operates on a budget just like any other country. As far as its army modernization program has been going, considering its lesser priority currently, it is quite satisfactory and on the specific subject of the 191, it's such a vast improvement over the 95, most critique I'm hearing are essentially nitpicking or outright delusional cope. This is a grunt rifle meant to equip a massive army, yes there will be cost cutting measures on the base variant. They made it modular so that it can be upgraded for more sophisticated and specialized use. This is not some scandinav army the size of a small village that can afford high end boutique gear for everyone, or the US army that bleed so much money, losing a few billions here and there with no accountability bears apparently no consequences.
