The reason why China had to license steel technology from Russia for Liaoning is because its an existing ship. On a new ship, China would substitute domestic material instead.
When it comes to steel, China's steel industry is second to none. They are also the world's largest ship building nation followed by Korea and Japan by a long margin.
The whole reason the PLAN picked up the hull of the Varyag was for two reasons, the first major reason was that a pound of steel on the Varyag was about 2-3 times less expensive than the going market price for new steel of the same grade and secondly it was to study or more like reconfirm the Soviet structural designs of their carriers and they also bought the blue prints to the Varyag.
welll, it is absolutely true that China produces the most steel by very wide margin, about 50% of world steel produce in China, China produced 823 MT steel while the second rank was Japan produced 110 MT in 2014. But China IS NOT the most advanced country in develop/produce the highest steel grade in the world. Japan, the US, Germany and a few others have more advanced technology in producing highest steel grade
They can produce whatever steel they need when they need it. The PLA's material acquisition branch through organs of the State Council will scrounge the world until they find it and then master it in making it themselves within their own industrial complexes. One thing you should know by now is that the PLA and China in general will always acquire the technology and produce it themselves, they will never be content in using someone else's "fabrique nationale". They are unlike India whom is merely happy in purchasing foreign hardware and using it.

The funnels and aft part of the ships look different.
The racked mast is similar.
It may be another vessel with a similar racked mast...there just looks to be something wrong with the comparison to a Burke.
I have not done a similar comparison to a Type 025D ot Type 052C.
