Its a warm water port in that the water doesn't freeze. However that doesn't mean it doesn't snow. Dalian is ever farther up north than Beijing and it sure gets cold in Beijing over winter.

Actually I heard some forum members from Dalian says there is not much snow over there during the winter when this topic came up. But I don't know if that's really true or not since I don't know the area.

Dalian gets some snow, but its winters are typically largely dry, meaning its just cold, but clear, so should still be possible to work as normal even during winter. Will just be a bit uncomfortably for the workers.

Also, as big as the carrier and dry dock is, its not hard or that expensive to cover it all up with temporary tarp covering if that is deemed necessary. Would make it a lot less uncomfortable for the workers, but they won't be able to use the big crane if they do that. But that could be worked around.

In any case, I do not expect the winter to disrupt construction much, although obviously, work will probably stop for the usual amount of time over Chinese New Year.

I don't foresee any problem at all. The snow is not heavy and a small overhead canvas top can sheltered workers working on open space. This will not be in the way of cranes,

Also they always pump fresh air via inflatable air ducts into hulls, so warm air can be pumped in at ease to keep workers comfortable.

And the welders working with all those heats from the torch might actually welcome the cold air.

obviously, work will probably stop for the usual amount of time over Chinese New Year.

Since this is a military project. I wouldn't be so sure of this. Some unlucky ones would stay to keep progressing (with like triple salary).

From past years observation via photos taken by wall climbers, we noticed that the workers in shipyards will always take the long Chinese New Year holidays. This could be once in a year opportunity for many people to re-unite with their family living far away.
I am not sure how long is long. From CCTV's report during the past Chinese New Years, workers seem to resume work around 4th or 5th. That means break of 4 or 5 days, not making much difference.
