I am not sure how long is long. From CCTV's report during the past Chinese New Years, workers seem to resume work around 4th or 5th. That means break of 4 or 5 days, not making much difference.

Could be a week or 10 days. Workers usually take leaves many days before Chinese New Year starts.

More than 100 millions take trains back home, many millions more go by air and roads.

One finds it hard to buy train ticket of desired date due to overwhelming bookings. The trains took more than 2 weeks to transport 100 millions people going home. So the passengers will accept tickets of any date up to 2 weeks before holidays start. And the journey for some may take a day or two to reach their small towns/village.

My foreign boss at first year of investment in China factory get frustrated because he did not foresee majority of workers taking early leaves and coming back coming back one week after CNY holidays started, but he started to plan production/shipping schedules to accommodate this after several years in China.

The first year that I got my own lab, all my lab technicians who just happened to be all Chinese decided to ask a whole month off for the Chinese New Year so that hey could go back to China and celebrate the holidays with their families. So I went the entire month with half of my lab gone. Almost everything ground to a halt. It's very frustrating indeed. Apparently, my technicians have been doing so nice a job babysitting everyone in the lab that the entire lab went nuts without them. One of the students actually yelled "we want our moms back!" Well, it's an inside joke. Once, one of the technicians was so tired of telling people to clean after themselves that she said "I feel like your mom..." Then the joke stuck.

Now, I make sure to ask them months ahead to find out who is leaving and who is staying. As a matter of fact, I just asked them last week whether they would leave for the CNY. If any of them do decide to leave, they need to make up for the loss of time by working on the holidays like Thanksgiving and Christmas. I also ask them nicely that they cannot simply ALL decide to take a whole month off, even if it is the Chinese New Year. Some of them need to stay.

I am going to be a bit off topic now. :p
I think you are talking about workers of civilian business or migrant workers, whose vacation applications are usually granted. People who work for military projects may not get that granted if the schedule is set in the stone even they are civilians. Workers work for the supposed 001A are such people. Also, remember that the holiday is only from 30th to 3rd around CNY officially(Chinese Yuan???haha). All the long days are personal vacation days that are subjected to approval and can be denied. Also, the workers in this shipyard are mostly local or have family nearby, engineers or managers may be from all around the country, but then their family visits can be denied if necessary. Think of these people as military would be more appropriate.

Most workers take the CNY holidays to re-energize their energy for the coming new year. Forbidding them to take additional holidays may leave you with a bunch of workers working at half speed. Some managers would rather sign off maybe an additional one week's holidays just so his/her workers would return fully pepped up for work.

Then we expect a delay due to the New Year and look forward to the Chinese workers that they can enjoy their holidays?
You and I don't see a reason does not mean the Chinese military does not see a reason. ;) Just saying.
Of course, I wish the workers can enjoy their holidays, they deserve to be with families during this most important holiday, but they know what is on their shoulders and they are surely motivated and ready to sacrifice personal needs. Remember Luo Yang? I hope this will never happen. But this shows their will.

Just in case people wonder why the Chinese take a whole month off for the CNY. Although the CNY officially begins on January 01 (lunar calendar), the holiday season begins on Dec 23, so called "little CNY". Also on this day, the God of stove goes back to the heaven and reports to the heaven emperor about how he human has behaved in the past year. Hence the tradition of cooking sweets on Dec 23. The idea is that the stove God will say good things about you when you put enough sweets in his mouth.

Then it's the actual CNY. This is a huge and long celebration starting from the CNY eve and lasts all the way to the 7th of January (still the lunar calendar). There are traditional events arranged on each of those days. Usually people adhere to these traditions almost religiously.

Then the 15th of January. This is the lantern day, much like the mardi gra, the Chinese version. At night, everybody comes out and goes to downtown, which has been decorated with thousands and thousands of lanterns. Eating, partying, etc... Traditionally, the lantern day had been much bigger than the actual CNY.

This is Dec 23 to Jan 15, nonstop eating, partying, gathering, etc. So as you can imagine, you would be totally exhausted after all this. You would need a couple days to recuperate. So typically, people take the whole month off.
