This report is the product of a slow bureaucracy, which means they are lagging way behind the present time. Cutoff was early 2024; they presumably spent the rest of the time drafting and editing and so forth.

More like slow bureaucracy + sh1tty interns.

The JL-10 trainer are now powered by WS-15 engines according to the CMPR:

Beyond the ones posted above and in the other threads, here's a compilation of "What-In-The-Actual-Cr4p-Is-This"s from the CMPR 2024, posted by @Rational 314159 on Twitter. Bracketed phrases in Italic are the actual/correct information/facts.

1. Somehow thinks that there are still two Military Districts (Xinjiang and Tibet) which are independent of the five Theater Commands of the PLA (there are no more PLA military districts after 2015):

2. Believes that the 076 LHD took less than one year from the start of construction to launch (the 076 LHD actually started construction in mid-2023):

People don't seem to be aware of the context and role of this report.

This report in no way strives to be very accurate or revelatory. It's nothing more than a talking points sheet. It doesn't include any intelligence gathered, nor any real analysis of even open source material. It's simply a surface level overview to give a very rough overview to think tanks and politicians. Nothing more and nothing less.

It's in no way interested in giving the exact number of ships or planes, be accurate in the roles of equipment or say in any way anything new. That is something that intelligence reports do not public reports. This is just a help to surrogates frame the PLA in the way the US government wants it to be framed. And for that it's better if things are murky rather than clear.

There's actually real competition between SOEs or their institutes. Examples include Chengdu versus Shenyang for fighter jets, or Dalian versus Jiangnan for naval ships. Contrast these sectors with the privatised monopolies that exist in the US. whose interest is to charge more.

It's in no way interested in giving the exact number of ships or planes, be accurate in the roles of equipment or say in any way anything new. That is something that intelligence reports do not public reports. This is just a help to surrogates frame the PLA in the way the US government wants it to be framed. And for that it's better if things are murky rather than clear.
I agree with this point. They tried to adjust the data to make the forces of both sides appear slightly 'balanced'.

They only have one LPD, but these people compare it to 075. Fortunately, they did not provide actual images, otherwise these data games would have been immediately exposed for the truth.
