of the target so they're probably referring to that. The US has some (overly) ambitious things in their other programs like HTV-2 which apparently tried to steer the HGV without control surfaces (by displacing the center of gravity) and have advantages in C4ISR/guidance tech.

The cope is real. China will likely continue to pull further ahead of the US in hypersonics.
The US simply does not have the same number of high speed wind tunnels as China does. They lack the infrastructure to support a proper hypersonics program. Computer simulation can only go that far.
