Those are AK-74, standard issue and manufactured in Belarus.
Is that better or more versatile than what they already have now?
Border troops has some like LG6/LG4 with 38MM/40MM anti-riot ammunition
But it's still not PLA standard equipment
BTW: The PLA does not produce or develop weapons by itself
That's the work of state-owned arms enterprise like NORINCO/CSGC for land system

Doctrine.
Armies live and die on the hill of their doctrine and very few have adopted such systems in large numbers due to the high weight and bulk. Which tends to put them into specific roles. As such the PLA seems to have deemed that the role is better served by a crew serviced weapon.
