I have seen pictures of that same vest or it's variation being used by various rebels around the world, but I fail to see what advance it has over a simple chest rig.

Here is one from Ukraine.

take a second look broccoli, that's a full assault vest and you can see in that imagine how its intended to be worn. The vest over body armor that lacks utility. Also note this image is the ultimate camo klash. Flecktartan cover PLA universal vest, floral armor, and zig zag shirt.

that's the old American issue assaulter vest yes that vest had smallish pockets but it was all function and it attached between the load harness and the belt there was no wrap around. And it certainly doesn't look like a corset.

Humm... well Terran, I trained with LBEs (load bearing equipment) in Army ROTC ('75-'77) and if memory serves, it was simpler than what the pro-Russia rebel wore, and looked more like PLAN sailor's vest, without the pushup bra look.

In hot climate, a full vest is going to be uncomfortably hot. Why not have the pouches suspended from the belt on the hip, with simple shoulder harness. That keeps your back cool, and the weight mostly on your hip rather than shoulder.
For the same reason, when I hike in summer, I like to carry an over-sized hip pack rather than a backpack.

It's meant to be worn in confined spaces so designed to not be bulky, but still...

Isn't this kind of moving backwards for Chinese load carrying vest systems? At the 2009 national anniversary parade the troops were marching in molle vest. Also someone is trying to sell a Chinese army molle vest on ebay.

Standard issue ALICE Load set. Still used in some parts of the US military. Its a simple set up built out of pouches and a load belt.
Widely copied across the World. Look at the placement of the pouches and design. The weight is place on the Shoulders then the hips. And your Shoulders are not designed for heavy loads.
It was first replaced by the MOLLE fighting load Carrier.

now You can't see it but the Front of the TAP is a set of six AR spec Magazine pouches.

Well Shen That would be more a step back. but lets look at a comparable load. This is a more or less normal Police Duty belt from the US

This is quite bulky. the weight is all on the hips but the belt has to be exceptionally stiff. The belt is really a hinderence. take a look back at the photos out of China. the first is three PAP in a vehicle. a American cop who wears this kind of duty belt often will remove it when they are getting into and out of cars. it's because the belt often adds inches to there waist and places pressure on a number of vertebrae and nerve endings it also has a habit of dragging your pants down.
The PLA and PAP have in the Past issued a Utility vest.

This vest looks far more functional. Of course that fact it's a clone of the BlackHawk Omega Tac Vest made famous on Stargate SG1. Designed by combat Medics.

At least this makes more sense than that arse-ugly crossbred of a H-Harness and tactical vest, if not look better.

Also, more practical would be having the sailors on guard duty wear working uniform (the camo one or coverall, whatever fits the bill) instead of the service dress white.

I was thinking more like the ALICE webbing. Made with lighter, more durable material. A wider belt and adjustable shoulder harness to put weight mostly on the hip. But that's not critical, we are talking about what 15lb at most? I can see how it would get in the way with body armor. but if without body armor, it should be cooler to wear and carry better no?

Why aren't they wearing Type-07 chest rig? Are they really going back to tactical vest instead of chest rig... that would be very weird.
