Blockades of merchant shipping is difficult due to the internationalization of shipping where a ship can be built by one country, owned by a second, chartered by a third, registered in a fourth and crewed by a fifth while carrying goods from more then one country.
The U.S might be vulnerable to a blockade because they barley control any merchant ships and it can be hard to convince foreign ones to deliver goods through a blockade with Chinese subs active outside the U.S coast.
