Maybe because the existing system is such a mess.

The system they used for frigates is particularly the most messed up but they have yet to change it though. Increasingly the ones for destroyers as well.

A leadership change within the PLAN has occured. Dong Jun has been appointed 9th Commander of the PLAN and was recently promoted to full Admiral. Dong Jun's previous post was Deputy Commander of the PLAN since March 2021. He replaces the previous PLAN Commander Admiral Shen Jinlong. It seems that the PLAN Political Commissar Qin Shengxiang retains his post. Note that at the promotion ceremony we also see the new PLAAF Commander, Chang Dingqiu.

Can anyone identify this place? It doesn't look like an RCS facility, more like a park. I'm curious because there is what appears to be a ship superstructure placed there.
