Pan Zhanle will replace Sun Yang as the new idol and I think China children will have more motivation to do swimming. Athletics has not have its Sun Yang or Pan Zhanle yet. I believe in 1.4 billion people, there must be several potential athletics gold.
Athletics have Liu Xiang. Also Su Bingtian already proven Chinese can run fast. But so far none of the youngsters have shown potential to even surpass the older ones. The older ones have won medals at the world championships and even Olympics. The younger ones don't seem to have the mindset the older guys have and unfortunately those olders guys are near retirement stage.

This is something that needs to be addressed in the next olympics. A lot of veterans are retiring after this one and whether or not the younger ones can takeover is a huge question. Even something like Table Tennis is uncertain. Fan Zhendong is already consider "getting old"

Liu Xiang is too ancient already. Sun Yang and Pan Zhanle is more recent and they actually have idol vibe, so I think swimming will be considered "cooler".

Unless somehow we can increase gold in athletics and swimming or reduce the number of these events then it is very hard to compete with US. Those alone already have about ~80 events, and we can only earn 3 gold, while the US has 19.
Another way is to just get the political muscle to bust the US for doping. That is a much more steady and ever-progressing effort than making sure some individuals perform well on any given day, which is filled with uncertainty even at the highest levels. Everything you need is in the WADA files; they've already told you that. All Americans are on some kind of dope whether they be disguised as medical exceptions or as covered up banned substances positive tests or both. It's just a matter of when China can get the political power to get everything dug up and all relevant authorities without fear of American wrath. You take away America's drugs, their swim team probably swims like Eric Cartman at the South Park Special Olympics. You take away Biles' ADHD medication and she can't even stand to be anywhere near gymnastics equipment. All the puzzle pieces are there; just have to slap the dog guarding them and put them together for the world to see.

Australia has recorded its best-ever result at the Olympic Games, with 18 Gold medals to date exceeding the 17 won in Athens 2004. This success, which currently has Australia in the #3 position behind China and the USA, has been led by the swim team which collectively finished with 7 Gold, 9 Silver and 3 Bronze medals. With both the pool events and open-water swimming events now completed, a small celebration for some of our amazing athletes. To keep things manageable, with one notable exception I have only included swimmers who won at least one individual medal.

I mean they are trying with swimming. Although only two golds there were 12 medals which is more than before. Therefore swimming has potential. Next time, China must learn to deal with underhanded tactics.

For athletics this is harder and takes more time. One thing I will say is there needs to be new talent. Too many people way past their prime that China is still relying on. Pan Zhanle was 19 when he won Gold.
If they haven't been running anything yet, getting a good team in athletics would take 8-12 years indeed. It requires early discovery of talent and training. I don't know China but here, for athletics, people usually get interested in (or are discovered) track&field while playing team sports in the middle school or in early high school. Maybe a few kids get inspired while watching the Olympics. I can't know that. Almost no kid starts practicing sports with pole vault or 100 meter sprint, after all. Even Usain Bolt started to practice sports with football. He was advised to into sprinting by his high school.
