That mantra by the ROC about "retaking of the motherland" has been long gone. Now it's about retaining what little they have left.
Well, they certainly have not given up on it. Many "anti-CCP" groups including the FLG for example live off Taiwanese money.
Militarily, yes, the ROC military is pretty much focused on retaining what they have left, and hold on long enough before US military can come to aid. But none of the ROC government agencies assigned to the task of retaking the mainland has been abolished, and these are very much alive and kicking.
I once had a very entertaining conversation with a FLG activist handling out flyers and chatting up with any Chinese face he saw on the street. I initially wanted to avoid him, but a friend---she is also Chinese---responded to him and they started talking. He immediately got to the standard tone of do we know how cruel CCP was etc. The girl asked if he thinks what he does is good for China, and He repeatedly claimed that he was all very patriotic towards China, and that he is only against the CCP etc. So at that point, I became curious, so I asked him about his stance on Tibetan separatists, since it was 2008 and there was big TI activities then, as you all no doubt remember---silence. I then asked him about his stance on the issue of Taiwan, again a long silence. So I asked him if it is okay to say that his organisation FLG does not support the Tibetan Independence movement, and does not support Taiwanese independence. He immediately said: "no you cannot, and I have NEVER said such". So, I then said, "in that case, would you say FLG supports Tibetan Independence or Taiwanese independence?", again a long silence, no answer. So finally I asked: "Are you guys receiving funds from Taiwan?". He said "no", and walked away almost immediately.
