its easier to get talent from Taiwan/SK than from US. due to cost/living standard/education etc etc. ppl work at intel/amd etc senior level is 100k min, plus house is cheap in alot area, good university, good salary/living cost ratio, it will be hard for them to leave US for china. alternativelly china can setup small shops in US, hired those tech lead, and use domestic worker in china to do the work.I would say better to hunt people who have worked at Intel/Global Foundries/AMD/Nvidia

also is not that easy to fool a company while working in it, for one, each project usually have weekly status, some even daily. so just need taiwanees/chinese work together, and ppl will know if someone is slacking off. there are goals, and PM will have meetings everydays/per week on the status of goal. you can fool the others for couple months, but thats it, when things is not done, they get fired. while the head of SMIC is taiwness, ill bet there are alot chinese engineer work for SMIC. Also its against SMIC own interest to fool around, if they do that, their company would bankrupt long time ago. all you need to do is mix/match chinese/taiwaness together, then have quartly status reports for the investor.
