It's no different from how the West accuses China of lying and covering-up about coronavirus. If it's already known, why is Trump waiting for China to give him the truth before he acts on coronavirus? Now we know that Trump is the one lying and withholding the truth on coronavirus. So what's the point? It has nothing to do with dealing with coronavirus. That BBC article is no different from how the West wants to portray China as a failure so China should surrender to the West. For whites this spin is to tell Westerners their China policies are working so they should hold the course. They also want Chinese to read it to make them think China is failing because of the government so they should revolt.
I think you are over generalizing. I am not talking China in general but specifically about SMIC. It acts differently due worrying about their stock price.

Western news is all about generalizing and that story was another in a long history of the Western media trying to convince Chinese they failed so they should give up and surrender to the West and for Westerners it's to make it look like they're winning. Just like the media likes to publish stories that the Chinese rich want to leave China. Over a hundred million Chinese travel overseas every year. How come we don't hear about a hundred million Chinese applying for political asylum? If it was just one, the world would hear about it. So why publish the story that's a lie in the first place? The tech war is important hence they will spin China out to be losing so China surrenders.
Don't always blame the western media
SMIC is gonna be sanctioned anyway so it should support Huawei publically even without the license from US.

I never thought otherwise. I knew Trump wants to stop China entirely so targeting SMIC is not surprising to me at all. And the US will find out out they don't control technology like they think. And I'm also not one that thinks that if China is not number one at everything, they failed. Was Vietnam number one when they beat the US in the Vietnam War? The big generalized arguments are on the other end not China's.
The more important fact which is only fact that really matters, everyone in China probably does not even care at this point.
The entire game now in China for the IC industry is self-sufficiency and money will be pouring non-stop for that goal.
This application could be a taunt more than anything else.

Will full funding from Chinese sources, and orders from Chinese manufacturing firms, this is their chance to reach as high as they can.
SMIC is a business. You go to where the money is. The money here for SMIC is to ignore the Americans because they're offering nothing.
The money for SMIC is all in China.
