I remember wondering myself about the damned slow pace of the Shenzou program: is the head of China's space program some kind of human turtle? In the US or Russia the guy would have got the boot a decade ago! The entire top echelons of management in aerospace and defense industry have to be rejuvenated in the next years: Anyone over 50 must retire (these guys are also these overly cautious turtle types and they also have often some dirty corruption spots on their shirts!) and new talent in their twenties has to be hired in great numbers.
How want these guys ever close in to the US and even reach the moon in 2020?? These geniuses launch a man in ´03, wait two years to launch two in ´05 and wait another three to launch (I hope so) two men in ´08! There exists no parallel in 45 years of russian and US manned space history since such a glacial launch schedule is simply an idiotic waste of scientific and material resources. Indeed a great deal has to be learned and if those inept bureaucrats are not fired soon China will suffer dearly!
Nevertheless underestimating China's overall technological progress is a mistake but if China aims to reach the top, mountains will have to be moved in the coming decades but China's youth has the spirit in them to achieve this kind of feat.
