Tesla did buy Maxwell, a company which makes ultracaps, and which supposedly has some sort of lithium ion battery technology. But they haven't used it to make batteries that I know of.

It doesn't. Can't you read the article? Tesla makes the battery packs and Panasonic has a battery cell manufacture operation on site. Tesla isn't making the cells.
