My concern is when this is made will it capture the essence of the franchise or end up making another DragonBall Evolution.

That comes under translation. I am by no means a DB fan. I cant stand it. But from a cultural stand point DB was more Asian mythology and culturally intrinsic with comedy marital arts fantasy. then Ghost in the Shell which is cyberpunk. If you he someone who knows Cyberpunk, understands the importance of the cultures and the modern world it might work. The movie needs to feel bladerunner. Ghost in the shell is popular here in the US, its a franchise that by its nature being Cyber punk has a American basis of understanding. I am not just comparing as a Otaku, but Gene Siskle and Robert Ebert both gave the original OVA a thumbs up.
We can all relate. We live in cities and see crime. We all have smart phones glued to our skulls. The translation can start there and work well if you take it one step at a time and try not to take it to far. The storyline is good Techno thriller with moralistic tendencies. The venues are post modernist.

I think it is safe to say that James Spader will beat all other Marvel Cinematic Universe villains by light years (yes, probably even Loki).
