I highly doubt it is made in China. It is very likely that the author of the article is trying to stir up something like "every 'evil' deed has Chinese behind".

China does not want to send weapons to an ongoing war if Belarus decided to use Polonez M for real. Neither will China see her client run out of ammunition when needed. The solution is simple, have the client capable of building it. There are planty of examples, such as Iran's anti-ship missiles and Turkey's M20 which is Polonez M. Hypothetically if Cuba has the industrial capability, they may build it locally as well.

Given the current condition near Belarus, the constant threats again Belarus by its neighbors, Lukashenko should ask China to build a military base at it western border near Poland and Lithuania to reinforce its sovereignty(if Russia is agreeable to it). :)

edit: Even better if Russia wants to be part of the military base too.

That sounds like suggestion from the US state department. The very recent such suggestion was "China sending weapons to Russia", now you suggest "China build military base in Belarus", what about tomorrow "PLAN battel group cruise around baltic sea"? They all serve one purpose to put a wedge in between the already deteriorating relationship between China and Europe.

If asked and accepted, the military base on Belarus is all and only about helping Belarus maintaining it sovereign independence and integrity, nothing to do about weapons to Russia. If China is to be taking seriously then it must not be afraid of military cooperation with other sovereign and independent countries, regardless if some EU countries like it or not. After all, EU/Nato countries have cooperation with countries all over the world, including ones near China.

I think no matter what China does, her relationship with EU will continue to deteriorate, the EU is 100% beholden to the US, so even if China were to completely severe diplomatic relations with Russia, EU will continue to be hostile to China

EU's relationship with China will improve once it get rid of its high-horse/garden mind set and work with China based on fair and equal terms. Also, stop letting USA dedicate/influence your foreign policy on China. Somehow, China needs to show EU that it is in their interest to have a good/workable relationship with it.
