Watching COP28 I can't help but feel how much of a clownshow it is... you have almost all leaders flying in Macron, Scholz, Meloni, Sunak, Ursula, Harris, Lula, Modi, Erdogan, IMF/WB/WTO chiefs, etc. and they just sit around repeating the same prepared speech without offering any actionable policies, post some Twitter selfies having a good time and giggling around each other, and head back home without achieving much of anything.
- opening speech by King Charles lecturing the peasants about climate change
- almost exclusively invite Western officials and CEOs to give lectures and presentation
- invite Stoltenberg to the event because NATO is somehow relevant for climate change summit
- the usual political stunts from Baltic nations trying to make everything about Ukraine
No wonder China doesn't take this clownshow seriously and just sends a low-level official. China is more interested in doing than talking. It is leading the technological green transition and outspending the rest of the world combined in nominal terms and in PPP terms even more.

The First Vice Premier is nowhere being a "low-level official" - It's basically equivalent to the rank of Deputy Prime Minister in many countries.
Even so, you are absolutely correct - China is very much a doer, while (much of) the rest of the world are just talkers - Including pretty much all of the US&LC.
I dont think this Western leaders and CEOs exclusive. it is just they have more media presence. West has more flight connectivity to Mideast. so they are able to fly much larger numbers. Japan PM was there he not get much coverage. this event is considered world largest influential people gathering both from West and Global south at one place. this also coincide with 52 anniversary of UAE so many more guests show up.
Emirates media point out Russian pavilion. there is 200 sq km park in presentation. it is not like they were putting focus on West alone.
