But since Ericsson is about Swedish economy, the minister of commerce certainly have the responsibility to defend Ericsson's interest, and to represent Ericsson's concern to the cabinet, even to argue and counter the other parties if necessary. A low level bureaucrat may be able to bounce people around by saying "this is out of my hand", but She is not just a bureaucrat, nor is Ericsson CEO a nobody.To me it seems more like she meant: "It's a national security issue, not a business issue, so I can't do anything as the Minister of Commerce"
No threat is needed to be made, everyone in the business (any business for that matter) knows consequences. Business on high level like this is politics. If the CEO of CMCC (China Mobile) having a dinning party with Ericsson CEO and mentions that CMCC choose Ericsson in a province over Huawei, just that word will make Ericsson CEO wonder for days.Isn't Ericsson also part of China's massive 5G rollout, Did the Chinese gov threatened to return the favour?

Japan always wanted to conquer China, and caused Korea untold misery in the process. I think Shinjiro Koizumi recently said they have to work with USA to become strong again.
