You know what this reminds me of? Beiyang Fleet and Empress Dowager Cixi. For the longest time I didn't get why the Empress would withheld funding from Beiyang Fleet. Surely someone like her understands that if Beiyang Fleet loses to Imperial Japanese Navy her entire empire could collapse.
But someone explained it to me that made me get it. Of course the Empress understood the situation, people don't get into that sort of position without understanding such simple matters. But she was constrained by the time she was in. See if the Empress Dowager continued to fund Beiyang Fleet so that it could beat Japan in open battle then it follows that afterwards Li Hongzhang would single handedly control all of the most powerful military might of the empire with extremely high support from his officers. At this point even if Li Hongzhang did not want to overthrow the royal family and declare himself emperor his underlings will force his hand.
That's why Empress Dowager Cixi didn't fund Beiyang Fleet. The political system of China at that time meant that funding the fleet would be good for the nation but bad for her and her family. From her point of view it's better to let Beiyang Fleet go to battle as it is and gamble that they may win, then risk establishing such a powerful internal foe that you guarantee a rebellion. This is an unresolvable problem unless you overturn the entire dynastic system and rebuild the system from the ground up.
Similarly we have Biden also is also constrained by the times he find himself in. Imagine if B3W's plan was to build infrastructure around the world and Biden says he plain to source all the steel, concrete and labour from ASEAN countries, all to be paid by Uncle Sam's dollars. ASEAN countries will all jump onboard and China and BRI would be in big trouble. But if Biden were to do that he and his party would be eviscerated in the polls and Trump would have an even stronger grip on the working classes who would see Biden as selling them out. But then if both party agrees that China is the biggest challenge then why don't them work together on this and have Trump not stir up the Rust Belt in such a plan? Because they can't, the political system they have doesn't support that type of decision, not without tearing it all down with a revolution and starting over.
