I agree completely.

Russia realistically can't build up their economy enough. And a key constraint to that is their small population.

So they go for the military card a lot faster.
They could do more in shipbuilding and semiconductor.

In London, the Unofficial "Independent" Tribunal for finding China guilty, also known as the Uighur Tribunal has reported its findings and found China guilty.
Sadly for it, nobody seems that interested anymore, as it is simply a hang over from a badly failed destabilisation program that died the death in August when the Afghanistan occupation went t*ts up.

Its leading spokesman was on BBS Radio 4's Today program this morning. She was a Conservative party MP and also a deputy chair of the 1922 Committee, which is a organisation for Conservative Back bench MP's
The Interviewer asked her a few very general questions about the findings, himself pointing out that the definition of genocide was a difficult one as no-one seems to have been killed and then spent the rest of the time asking her about the obviously far more pressing subjects of Downing St parties at last Christmas and the funding of the refurbishment of Boris Johnson's Downing St flat...

The BBC have put an article in the China section of its website. It failed to make the Broadcast news, being deemed less important than underage teenage girls being able to access Lip Filler services on line

"Reading the tribunal's judgement, Sir Geoffrey said there was "no evidence of mass killings" in Xinjiang, but he said that the alleged efforts to prevent births amounted to genocidal intent. "

How the atrocity propaganda evolved:
First it was killings/organ harvesting million of Uiygurs - no evidence/false
2-4 Millions in concentration camp - only 5000 alleged according to testimony at the tribunal and it could be the person is just a criminal/separatist/druggie/etc
[Cultural] Genocide - HUH?? learning mandarin is genocide???/false
Prevent Births [after exceeding 2 child policy quota] -> 1.4 billion other Chinese were under this policy for 40 years !!!

I don't think Russia realistically had any hope of building up its economy enough to effectively resist.

Russia has a population of 144 million, so even if they had developed economically, you're looking at a country comparable to Japan.
So Russia would still face an EU many times larger, along with the US which is also many times larger
I am not sure why you think there are 144m people inside Russia.
It has visa free travel system CIS and they are part of same transport and energy network.
A country of $1.5T GDP cannot host FIFA world up spread over 11 cities with each team given own training base headquarter months ahead of time with round the clock availability of planes in service of teams and there fans.. it takes too much surplus manpower and money.

Than there is technical labor related to space industry. From French Guyana near Equator to extreme North near Arctic circle. Competent people need to allocated for safe space lunches. not just the old baikanour.

So what do you think the total population of Russia then?

Just by looking the various activities. it feel like country of over 200 million people. They maybe attracting high educated Europeans or diaspora. as too many engineering projects are started. even German-Russian new fast train development.
Moscow alone has 5 international airports with practically every one connected by public transport. Runnings separate airports need money and labor. its issue of safety and security.
Than there is so much manpower and logistics tied down in Africa and Middleast. Russia built airplanes have separate supply chains. whether they are PS90 powered or D30 powered.
