Just like the US dollar, at end of the day which currency to use, or which shipping company can operate, and whose ships are used are decided by the world's dominant trading nation, not anyone else, and that nation is China.
The US attempt to write China out of global commercial shipbuilding by attaching fees for docking and making them extremely cost uncompetitive and making every other developed market; whom are the overwhelming majority of shipborne trade do the same.
I think it doesn't even matter if US goes ahead or not, the fact that they even mentioned it means it's open season for China to take control of global shipping operations and complete its monopoly on shipping.
