Just because the military withdrew, doesn't mean other parts of the military won't come back, or that the military won't find other ways to dissolve the parliament.

It'll be over when Yoon Suk Yeol is arrested.
It's over Yoon already said he would withdraw martial law. Yoon doesn't have military support, doesn't have public support, it was bound to fail.

What's the military going to do? Return to the Junta days?

Why not? This guy is desperate, parts of the military who agreed with Yoon are also going to be desperate. They're all facing treason charges.

No, the problem with these sanctions is that there is no such thing as total annihilation even in 2016. Rules are just pieces of paper. China has scientists and engineers, they will always find a way.
