Chinese government gives a ultra cheap loan/cash to pakistan, pakistan use it to buy JF-17 parts from AVIC for its assembly at Karma. Pak Gets a very cheap very good airplanes, AVIC and their cronies at CATIC counts the bills. Chinese government gets a nifty ready-for-sale export fighter for geopolitical influence. every one is happy.
From the slow down induction of JF-17 into PAF, I can conclude CCP feels enough of giving cheap loan to Pakistan and they are not doing that anymore. And the very fact, J-10B deal stall. Clearly, Pakistan is having finance problem.
And the very fact, JF-17 dual seat is not getting any progress clearly is another indication. AVIC is not interested going deeper into JF-17 project. So far what we seen is only talk and paper modelling of dual seat and air refuelling system. Progress is extrememly slow. I can conclude that if JF-17 wanted to be fasten. PAF needs to clog out hard cash rather than Chinese side to push the project.
Think about it, if JF-17 is so profitable. Why so many things is so slow? From WS-13 engine, dual seat, air refuelling. Finally, the very fact, JF-17 so far has not bag any export order. AVIC clearly is making a loss money venture in this JF-17 project. But politically and also as a technology testbed point of view for China, JF-17 is consider a success for AVIC. Remember , China is deep in pocket. They can stomach this little venture loss but they are no fools to continue pouring more money in.
