Well blue means it's a dummy, most likely for aerodynamic and clearance testing.
I'm not convinced that this is a new missile. Apart from the fins, it looks like a standard C802 round, but the fins look too thick to be real in that image. It could be a cover, but there would be no need since the fins are detachable and thus would not need protective covers for transport.
Looking at the thickness and length of the fins, I would think that the most likely explanation is that this is a C802 round with folding fins as they would have for surface launchers and that the fins are in their folded position, thus making it look different.
All previous shots we have had of C802s on JH7s and JF17s had the standard air force non-folding fins version, but there is no reason why they could not use a folding finned one. Folding fins would be particularly useful for centre-line carriage, where ground clearance is much smaller than for underwing hardpoints.
Clearing the centre-line hardpoint for C802 carriage would be of great benefit as it would allow for either more AShMs to be carried, or for the plane to carry the missile more efficiently on the centre-line instead of having an imbalanced load with just one missile under a wing.
