How does the Iraqi government involved? I assumed it's the PMO group?
I'm guessing non-state actors, militia groups, or even Iran's IRGC or paramilitary groups.

Iraqi government atm still allows US military access to it's airspace, especially for conducting missions into Syria (US also occupies a military base at at-Tanf in Syria on the Iraq-Syria border). USAF assets are routinely seen on open-source flight trackers as flying over Western Iraq (especially the KC-130 tanker).

Payload type and size would matter more imo.
Looking over the various types of BM that Iran has provided to Houthis, they all have roughly the same yield with 500-750kg of HE. Due ot size I don't think a run of the mill cargo carrier is that susceptible to a missile unless it hits the bridge/engine. Of course this hinges on what the cargo ship is carrying. An LNG carrier would probably create a sizable explosion.

I also meant the type/mixture of HE which can affect the yield and impact regardless of weight. Some explosives are more damaging than others, i.e. TATB is more damaging than TNT of the same weight, or octogen > hexogen (RDX).

But you're right at what part of the ship and type of ship is hit.

Excellent analysis of Israeli casualties. "Ashkelon Hospital alone reported 1900 casualties last week".

IDF hides casualties but the hospitals keep their own tallies. Some organizations in Israel, like Haaretz media, went to each hospital to find the figures which are turning out to be quite shocking!

Edit: 1900 total. Another hospital reported 1000, another 700. Dozens of other hospitals where casualties are arriving.

I guess we're looking at a number ~1000/hospital. Rough estimate: +24,000?

Report also says casualties arriving in helicopters, indicating a) logistics lines are not stable, and/or b) ambulance vehicles are overwhelmed.
