It's not going to work this 50/50 approach
In Vietnam war you had slow and steady built up of forces over time with no clear objective a moving battlefield
In 1991 Gulf War the adjustments were made and it was a sudden surge of troops on mass and clear objectives
In 2003 it was a sudden surge of troops again but this time no clear objective after combat operations ended
Then you had the surge in 2007 again but issue is that the government was not representative of all the relevant factions
Iraq is complicated and you simply can't make any mistakes otherwise the price is high, very high
Sunni for decades dominated Iraq and now you simply can't ignore them, Shia feel they have the right as they have been isolated for so many years under Saddam and also Iran next door is a big player
Then you have the Kurds issue
My solution is split Iraq into 3 sectors, Northern Kurds, Sunni Middle and Shia South that worked for 5 century's under Ottoman rule
