China is a pretty corrupt country too, but they pulled it off. Corruption and competency are not mutually exclusive.

They are not mutually exclusive but both are contributing factor in the result. No matter how brilliant and devoted a scientist is, there is only so much he can do when his research fund got siphoned by officials and barely 1/5 make it to him compared to the published budget.

China was able to pull it off because there was literally too much money in the bank, a one time opportunity for things like research and development to flourish, and... if there is a striking similarity between China and the US, is they fear their people, in their own different ways, nothing of the same can be said to countries like India, or Indonesia, where politicians are milking the populace for wealth in broad day light, and there is no hard consequence for failure.

India's military research is developing though despite the challenges (bad news always make headlines better than the good ones) and don't forget other things at play like foreign suppliers lobbies.

Imagine if their fancy fighters and destroyers broke down...

Time to call Rosoboron to stock up, and hear them say "Oh yes that's yesterday, today it's double the price"

Russia and India signed weapons deals worth billions of dollars today as president Vladimir Putin sought to further boost ties with an old ally.

Mr Putin and Indian prime minister Manmohan Singh hailed co-operation between their countries as officials signed a $1.6 billion (£989 million) deal for 42 Sukhoi Su-30 fighter jets that will be license-built in India from Russian components and a $1.3 billion (£803 million) contract for the delivery of 71 Mil Mi-17 military helicopters.

While the volume of Russian-Indian trade has risen sixfold since 2000 and is expected to reach $10 billion (£6.18 billion) this year, the growth has slowed in recent years. And even though India remains the number one customer for Russia's arms industries, Moscow has recently lost several multibillion-dollar contracts to Western weapons makers.

Russia has maintained its strong positions in the Indian market with $30 billion (£18.54 billion) worth of arms contracts with India signed in 2000-2010 that envisaged supplies of hundreds of fighter jets, missiles, tanks and other weapons, a large part of which were license-produced in India. The countries have co-operated on building an advanced fighter plane and a new transport aircraft, and have jointly developed a supersonic cruise missile for the Indian navy.

In one notable example, in 2004 Russia signed a $1 billion (£617 million) contract to refurbish a Soviet-built aircraft carrier for the Indian navy. While the deal called for the ship to be commissioned in 2008, it is still in a Russian shipyard and the contract price has reportedly soared to $2.3 billion (£1.42 billion). The target date for the carrier's completion was moved back again this year after it suffered major engine problems in sea trials. Russian officials now promise to hand it over to India at the end of 2013.

1:58 in the first video. Notice the rust on the hinges of the VLS? These equipments could be treated better imo

News in this months Warship magazine states that the boiler repairs done Russians cost $32 million, however now there has been launched a enquiry as to who exactly is responsible for this failure, the enquiry will be high on the agenda when Putin visits India soon

The details of the investigation is likely to take a lot of time

Russia wants to blame the supplier...but the russian QC should have picked it up if they were that deficient.

In any case, India should not have to pay for it.

I believe Russia should have to pay...but they may well be able to hold the carrier and its delivery hostage if India makes a big issue out of it. IMHO, best for India to lodge a complaint...get the vessel, and then try to come back later and recover the money.

agreed 100%, under normal circumstances that would be the procedure

India has now paid just over $2.5 billion for the carrier and $1 billion for the Mig-29K aircraft

total cost has been $3.5 billion or a little over

Well, the trouble was that they felt they needed two. So they bought the one...and it took a lot longer and cost a lot more...and they are building the second (with the same set of problems).

But now, at this point, several years late, I am pretty confident that by 2015 the INS will have two new carriers in service...the
