They certainly knows that so those ain't the problem, the real problem is "the journey" itself, the "how we get there" part of the problem, which the Indians have demonstrated repeatedly how they hopelessly failed in executing it.

What do you think about the absence or lack of responsibility shouldering and supervising from the stakeholders surrounding the Tejas programme, organizations like ADA, HAL, IAF, MoD.

They should have created a super committee or a supervising body to make sure the program runs on target and on schedule, and bear the responsibility when it fails to.

A tall demand in such a corrupt bureaucratic environment i admit, but it is one way forward

One more layer of red tape won't solve their problem, though I'd fancy something like "line their entire cadre of management and planning in front of the wall and get done with it" kinda of solution...to make it hit home line their families for the second volley.

Does anything like that happen at any level of Indian government? Part of the problem with Indian military projects is that the biggest organisational and institutional problems that plague them are more the norm rather than the exception when it comes to how things are done in India.
