Bringing down a drone could be seen as an act of aggression. America came very close to attacking Iran for bringing down an American drone, and unlike Taiwan Iran is a sovereign nation.

Taipei seeks to balance assertive response against risk of sparking actual conflict
Taiwan has begun targeting Chinese drones flying over its outlying islands for the first time, highlighting the risk that Beijing’s military pressure on Taipei could lead to actual conflict.
Soldiers on Kinmen, a Taiwanese-controlled island just off the Chinese city of Xiamen, shot at a Chinese drone for the first time on Tuesday afternoon, the Army Kinmen Defence Command said. It said the uncrewed vehicle then flew away in the direction of Xiamen.
“According to procedure, we warn, report, try to expel with measures such as flares, and if that fails, we fire shots,” said Major General Chang Jung-shun, spokesman for the command.
The more assertive approach comes as Taipei seeks to balance the risk of sparking outright conflict against its desire to block China from demonstrating effective control over nearby waters and airspace or even Taiwanese territory.

Did the article even say if the drones were from the PLA or civilian?
No. They simply reference this. I think its fair to say that the drone(s) was civilian

It sounded like the ROC was warning the USAF to stay out of its airspace as well. Maybe I didn't catch that part right. It would be nice to know where the USAF was flying.
Voice from 08:00 to 11:00:
US aircraft, present position 25 37N 121 19E. Heading 270 degree. Altitude 2800 feet.
It seems that US aircraft was flying low straight to Taiwan.

I think even ROC was spooked by what USAF was doing. Foreign military inside Taiwan's airspace or on land does fit well with article 8 of anti-secession law that calls for armed reunification. I think ROC was saying "hi man, you want me killed? I am not ready yet."

Meaning they shot, and ... missed? Taiwan talk shows should be well occupied next few days discussing whether it was poor marksmanship, deliberate miss by the shooters, or orders from above to miss.

According to this Weibo post, the video is not at all filmed recently. It's known that the roof of the building was red back in 2016, now the roof (actually the whole building) used more of a camouflage colour. Also, the troops there are using the new uniforms, contrasting the uniforms in the video. We don't know when exactly the garrison repainted the roof, but it's definitely not recent.
